Monsignor Francis Xavier Blood
Director of the Mission Office
I was ordained a Priest of the Archdiocese of Saint Louis on June 30, 1979. My assignments as a Priest include: Queen of All Saints in Oakville (1979 – 1983) and St. Engelbert Parish in North Saint Louis (1983 – 1988). I served in the Latin America Apostolate in La Paz, Bolivia (1988 – 1993). I was stationed at Cristo Rey Parish in La Paz, first as Associate Pastor, and then as Pastor, from 1991 to 1993. Upon return to the Archdiocese of Saint Louis, I was assigned as Associate Pastor at St. Mary Magdalen in Brentwood (1993 – 1995). Archbishop Justin Rigali assigned me as Pastor of St. Cecilia Parish from 1995 to 2005. At that same time, I was also named the first Director of Hispanic Ministry of the Archdiocese and served from 1995 to 1997.
In June of 2004, Archbishop Raymond Burke appointed me as Director of the Archdiocesan Mission Office. While the immediate reason for my appointment was the death of my predecessor, Msgr. Bernard Sandheinrich, I do believe that in divine Providence, there is a hint of missionary work. My name is that of one of the co-patrons of the missions: St. Francis Xavier. My baptism was at Little Flower Parish in Richmond Heights. The Little Flower, St. Therese of Lisieux, is the patroness of the missions. Prior to ordination to the Priesthood, I studied theology in Rome at the Angelicum University (1975 – 1979). This deepened my love for the Church universal. I was ordained a Priest by Bishop Edward O’Meara, National Director of the Society for the Propagation of the Faith for the United States. My love for the missions was strengthened through participation in the Latin America Apostolate. It is a privilege to promote the missionary work of the Church. |

Mrs. Connie Heckstetter
Connie has been the Mission Office bookkeeper and accounting coordinator since 1991. When she joined the staff as bookkeeper, the department didn’t have computers – all accounting journals and records were maintained manually. Over the course of the years, with the help of a few computer classes, she moved the accounting into the computer age.
Connie enjoys participating in the advertising and promotions of the missions and is always willing to lend a hand in any special projects. She and her husband, Dan, are members of St. Francis of Assisi Parish in Oakville. |
